Form 1 and Form 6 filers will file electronically in 2024 via the Electronic Financial Disclosure Management System (EFDMS).
- UPDATE 6/12/24 8:00 A.M. – Updates to the form requirement for Mayors and City/Village/Town Governing Board Members have been made in EFDMS. Filers and candidates for those offices can now log into EFDMS and access the 2023 Form 1. Click here for updated information. On Monday, June 10, 2024, a Federal Court granted a preliminary injunction that changes the form filing requirement from a 2023 Form 6 back to a 2023 Form 1 for Mayors and City/Village/Town Governing Board Members. The ruling is effective immediately.
- If you are new to EFDMS and wish to access the system, visit the login page. Existing financial disclosure filers should click “I am a Filer” and follow the prompts. Individuals who need to file a disclosure form as a part of the process of qualifying for office, and you do not otherwise hold a position that requires you to file financial disclosure, go to the login page and click “I am a Candidate.”

- Local filers who traditionally filed with their local Supervisors of Elections and had a public records exemption on file for redaction of certain information under Florida's Public Records Law, will need to file a public records exemption request with the Commission. It is highly recommended that filers make their exemption request with the Commission PRIOR to filing their disclosure form, so that the form can be routed for redaction prior to publishing on the website. Visit our forms page to access the Exemption Request Form. The form must be mailed to the Commission and can be filed now.

- On Friday, January 19, 2024, Senator Pizzo and Senator Gruters hosted a live Form 6 tutorial/Q&A session with the Commission's Deputy Executive Director and General Counsel, Steven Zuilkowski. The recording is now available.
Electronic filing system has launched in January. However, since that time, the Legislature passed a new law (HB 5003) pushing the mandatory electronic filing of Form 6 to January 1, 2023. The law is not effective until signed by the Governor. But once it is signed by the Governor, electronic filing of the 2021
Form 6 will cease and paper forms must be used.
Any Form 6 disclosures already submitted electronically, prior to the bill becoming law, will be considered filed and those filers who submitted their Form 6 electronically, prior to the bill becoming a law will have fulfilled their 2021 financial disclosure requirement.
Once the law is enacted, the Commission will publish paper versions of the Form 6, Form 6X, for 2021 and the Form 6F, for 2022. Those forms will be available on the Commission's Forms page, as well as on the E-filing page. Form 6 annual filers will receive an email as soon as forms are available.

The electronic filing system will not accept any electronic Form 6 disclosures for the remainder of 2022. Pursuant to HB 5003, which was signed by the Governor on June 2, 2022, paper forms must be used for the remainder of the year.
- Form 6 filers who already submitted their 2021 Form 6 electronically, prior to the bill becoming law, will be considered to have fulfilled their 2021 financial disclosure requirement.
- Any Form 6 filers who have not already filed electronically must file the 2021 Form 6 on paper by July 1, 2022.
- The paper version of the 2021 Form 6 with instructions is linked below. 2021 Form 6 annual filers should check their email for additional information.
- Paper versions of the Form 6 and Form 6X for 2021 and the Form 6F for 2022, including instructions, are also available on the Commission's Forms forms page and E-filing page.
- Pursuant to statute, electronic filing of the Form 6 will resume on January 1, 2023.

The Commission's e-filing system for Form 6 will relaunch January 1, 2023.
- Any usernames and passwords utilized by filers last year will not work in 2023.
- Form 6 filers and candidates for offices, who filed a Form 1 or Form 6 in 2022, may request access to the e-filing system by Commission beginning January 3.
- Invitations to register to utilize the system will be emailed to filers in March 2023. Filers wishing to access the system prior to March can contact the Commission to obtain their invitation to register.
- Non-incumbent candidates who do not otherwise have a financial disclosure filing requirement must visit the e-filing launch page and click on the "I am a Candidate" button.

- The lobbying and post-officeholding restrictions in Amendment 12, passed by Florida voters in 2018, became effective December 31, 2022. The Florida Legislature passed implementing legislation in CS/HB 7001 and 7003 (See 2022-140 and 2022-141 L.O.F.). Officials with questions about the application of the new prohibition should contact the Commission to request an opinion.
